The NYS Perinatal Association recognizes

Governor Kathy Hochul as the

Women & Infants Outstanding Advocate for 2022-2023



The Women & Infants Outstanding Advocate Award has only been awarded a few times throughout NYSPA’s 35 year history due to its significance. It is awarded to recognize the unique and exceptional actions by an individual to protect women’s health, reproductive rights, women’s and infants’ health care, health care access, and/or improving systems of care.

Through unanimous decision of the NYSPA Board of Directors, Governor Hochul is being recognized for her assuring women’s reproductive rights through access to abortion services, increasing access to contraceptive options for marginalized populations by allowing pharmacists to prescribe hormonal contraception, expanding Medicaid postpartum coverage to one year and her advancement of NY’s Maternal Mortality initiatives.  Through these actions, Governor Hochul has placed New York as a leading state for assuring women’s reproductive rights. 

NYSPA presented the award to the Governor during the Annual Awards Luncheon at the 2023 Annual Perinatal Partnership Conference “Hot Topics in Perinatal and Infant Care Continuum: Integrating Evidenced-based Practices with Cultural Humility” held June 8-9, 2023 at the Hilton Hotel, in Albany.

The New York State Perinatal Association is a not-for-profit, 501(C) 3 organization whose Mission is to advocate for improved maternal and infant health. NYSPA is the leading multi-disciplinary perinatal health organization in NYS.

Laura E. Riley, M.D, a renowned obstetrician and maternal-fetal medicine specialist, currently serving as Obstetrician and Gynecologist-in-Chief at New York Presbyterian/Weill Cornell Medical Center and Chair of the Department of Obstetrics and Gynecology at Weill Cornell Medicine. Dr. Riley has she has worked with the Centers for Disease Control and Prevention and other agencies to develop practice guidelines for pregnancy care of women with Group B strep, Zika, Ebola, COVID-19, and influenza viruses. With this wealth of knowledge, she will be speaking about lessons learned from past pandemics and highlight future opportunities to manage the next contagion.

Rose Horton, Founder & CEO of NotOnMyWatch Consulting Partners, an LLC she created 3 years after coining the hashtag #notonmywatch. She created the hashtag out of her frustration at the rising rate of maternal & infant morbidity and mortality. She is a Women & Infant healthcare executive leader working as a Specialty Director at Emory Decatur Hospital. There she also leads a DEI Health & Wellness committee. Rose is passionate about safe and equitable care for all women. She speaks on the topic of maternal & infant mortality, resilience, empathy, communication and diversity, equity, and inclusion (DEI) locally, regionally, and nationally. Rose served as the 2012 President of the Association Women’s Health Obstetrics & Neonatal Nursing (AWHONN) and is gratefully embracing her latest career milestone of being inducted as a Fellow into the American Academy of Nursing in 2022.
